Add DC and Puerto Rico to add two more Senators.

To the best of my knowledge they can’t just make them states; that requires a majority of the other states to agree.

I wonder, however, if it would take a constitutional amendment to declare that all American citizens of American non-state territories can vote for president. I’m not sure the inability to vote for president if you’re not a state is built into the Constitution. If it is, we should change it, if we can.
